City of Melton Christmas Activation

When the City of Melton set out to elevate its festive program in 2025, the goal was not simply to install Christmas decorations – it was to create immersive council Christmas activations that would encourage community engagement, visitation and civic pride across the municipality.

Having partnered with the City of Melton council on seasonal decorations for several years, Christmas Display Solutions was invited to respond to a major tender focused on delivering high-impact Christmas activations across key public precincts.

The result was a multi-site civic activation project that transformed prominent community spaces into large-scale festive destinations.

Project highlights

  • Multi-site council Christmas activation project
  • Three large-scale public precinct installations
  • Immersive and walkthrough festive experiences
  • Community-focused placemaking approach
  • Large illuminated Christmas display installations
  • Sustainable and reusable commercial-grade structures
  • End-to-end project management, installation and logistics
  • Designed specifically for civic and public environments

The brief

The City of Melton sought a contemporary Christmas activation program capable of delivering strong visual impact while creating a cohesive festive experience across multiple locations. The brief called for a “WOW factor” outcome that combined traditional Christmas styling with immersive and interactive design.

Christmas Display Solutions was engaged to deliver council Christmas activations across three major precincts within the municipality, with each location presenting unique operational, infrastructure and audience considerations.

The project required:

  • Large-scale Christmas activations designed for public engagement
  • Site-specific concepts tailored to each precinct
  • High-impact festive installations with destination appeal
  • Consideration of pedestrian access, visibility and infrastructure
  • Durable and sustainable display solutions suitable for long-term use

The project also required careful consideration of public realm design, visitor movement, visibility from key traffic areas and infrastructure constraints including access to power and installation logistics.

Designing for activation, not decoration

Rather than approaching the project as a traditional decorating program, Christmas Display Solutions developed immersive concepts designed to encourage interaction, photo opportunities and community engagement.

Each council Christmas activation was strategically designed around the operational realities and purpose of the site – from highly visible gateway locations and pedestrian-heavy community hubs through to civic spaces designed for public gathering and events.

The final concepts included:

  • A large-scale feature Christmas tree installation at Lakeside Reserve
  • An immersive Santa-themed activation surrounding Caroline Springs Library
  • A custom “Bauble Park” experience at Melton Civic Centre

The installations incorporated walk-through elements, illuminated displays, oversized Christmas structures and large-format festive features designed to create memorable destination experiences for residents and visitors alike.

The project demonstrated how councils can move beyond traditional festive decorating and instead use council Christmas activations to support placemaking, civic engagement and community connection during the holiday season.

Delivering large-scale council Christmas activations

Delivering the project required detailed planning across multiple public precincts, each with varying infrastructure, visibility requirements and public interaction considerations. Christmas Display Solutions managed:

  • Concept design and visual development
  • Product specification and sourcing
  • Logistics and installation planning
  • Compliance and safety requirements
  • Multi-site coordination and delivery

As a CM3-accredited provider, Christmas Display Solutions incorporated detailed safety and compliance processes throughout the delivery of the project, ensuring the installations were suitable for high-traffic civic environments.

The project demonstrated the ability of Christmas Display Solutions to deliver scalable council Christmas displays that balance creativity, operational practicality and community impact.

“The City of Melton project was about far more than decorating spaces. Each installation was designed to create a sense of destination, encourage community interaction and deliver memorable festive experiences across multiple precincts throughout the municipality.”

– Matt Roberson, Director, Christmas Display Solutions

Sustainability and longevity

A key component of the project was ensuring the installations balanced visual impact with long-term durability and sustainability.

Christmas Display Solutions incorporated commercial-grade products and long-life materials engineered for repeated seasonal use, refurbishment and reconfiguration over time.

The project featured:

  • Durable UV-stable materials suitable for Australian conditions
  • Energy-efficient LED lighting solutions
  • Long-life commercial-grade structures
  • Reusable and refurbishable display components
  • Products designed for efficient storage and future seasonal redeployment

This approach ensured the council Christmas activations were not only visually impactful, but also practical and cost-effective over the long term.

The outcome

The City of Melton project demonstrated how councils can evolve traditional festive decorating into broader placemaking and community engagement initiatives.

By transforming key precincts into immersive festive destinations, the activations helped create stronger visual impact across the municipality while encouraging visitation, interaction and community connection throughout the Christmas period.

The project also reinforced Christmas Display Solutions’ capability to deliver large-scale council Christmas activations tailored to the unique needs of public spaces, civic precincts and local government environments.

How far in advance should councils plan Christmas activations?

Large-scale council Christmas activations should ideally begin planning at least 6-8 months in advance to allow time for concept development, approvals, manufacturing and installation scheduling.

Are council Christmas displays reusable?

Yes. High-quality commercial Christmas displays are typically designed for multi-season use and can often be refurbished, refreshed or reconfigured over time.

Can Christmas activations be customised for different public spaces?
